What is an Online Messenger?

Online Messengers (OLMs) are private businesses contracted to provide driver licensing and vehicle registration services for customers via an online connection with PennDOT. The OLM charges the normal state fee plus a service fee for its service. In many cases, the product can be handed immediately over the counter to the customer. Please Note: Authorized agents are under contract to PennDOT and may charge a market driven service (delivery) fee; these are in addition to any PennDOT statutory fees for temporary, or in some cases, permanent motor vehicle registration plates and cards or other related products and services offered by the agent. The agent's service (delivery) fees are market driven, and vary by agent. To compare service (delivery) fees, you are encouraged to contact the authorized agents in your area for the applicable service (delivery) fees charged.

Become an Online Messenger

The program, in summary, allows agents and messengers to process certain Driver Licensing and Motor Vehicle transactions online. These transactions are listed on page 2 of the "Online Messenger Service Center Program requirements" which can be accessed by clicking on the link below. To qualify for the Online Messenger Program, the applicant must be a bonded agent and messenger for three months with an audit score of 98% or above.
