1. How do I obtain a motorcycle license? What is the process?
A Motorcycle Learner’s Permit Application (Form DL-5) will first need to be completed and, along with the $10.00 fee, taken to a PennDOT Driver License Center for processing. You will be given a vision screening and a motorcycle knowledge test at this time. After passing the knowledge test, the application will be processed and a motorcycle (Class M) learner’s permit issued. The learner’s permit allows you to build the skills needed to operate a motorcycle and is valid for one year. When ready to take your skills test, you can either schedule an appointment at one of PennDOT’s Driver License Centers or schedule training through the motorcycle safety program. After the skills test has been passed, a motorcycle (Class M) license will be issued.

NOTE: Only certain Driver License Centers offer Motorcycle Skills Testing on a motorcycle with more than two wheels. Please be sure to review the list of Motorcycle Skills Testing locations for motorcycles with more than two wheels before scheduling your appointment to ensure the location offers testing on this type of vehicle.

2. I am under 18, are there any special requirements to obtain my motorcycle license?
Yes. Drivers under 18 years old must have their motorcycle permit for at least 6 months and have 65 hours of supervised riding. In addition, as of Aug. 31, 2012, if you are under 18, you must take and successfully complete a Pennsylvania Motorcycle Safety Program Beginner Riding Clinic before you can receive a motorcycle license.

3. Are there any restrictions on my motorcycle learner’s permit?
Yes. Motorcycle permit holders are only authorized to operate a motorcycle between sunrise and sunset. No nighttime driving is permitted. Motorcycle permit holders cannot carry any passenger other than an instructor properly licensed to operate a motorcycle. Also, if you do not currently hold another Class of License (such as a Class C), then you can only operate a motorcycle under the instruction and immediate supervision of a licensed motorcycle operator.

4. Can I receive my motorcycle license through the Pennsylvania Motorcycle Safety Program (PAMSP)?
Yes. If you have met all eligibility requirements and take and pass the PAMSP course, you will be issued a motorcycle (Class M) license.

5. What is the PAMSP?
The Pennsylvania Motorcycle Safety Program (PAMSP) offers free rider training courses for Pennsylvania residents with a motorcycle (Class M) license or permit.

The Beginner Riding Clinic (BRC) provides an introduction to the fundamentals of safe, responsible motorcycling, consists of 17 hours of classroom and riding instruction, and is suitable for both beginners and intermediate/advanced riders. Students are provided with a motorcycle and a helmet for use during the training course. Students with a motorcycle learner's permit who successfully complete the course will be issued a motorcycle license.

The Intermediate Riding Clinic (IRC) addresses critical skills and knowledge, is designed for experienced motorcyclists, and can be completed in one day. Students with a motorcycle learner's permit who successfully complete the course will be issued a motorcycle license. Participants use their own motorcycle. This course is also ideal for graduates of the Beginner Riding Clinic.

The Advanced Riding Clinic is for experienced riders with at least 3,000 miles of riding experience and a desire to learn to maximize mid-corner traction and ground clearance to improve street safety. Riders bring their own motorcycle and protective gear. This is NOT a licensing course.

In the 3-Wheel Riding Clinic (3WC), participants will learn fundamental riding skills and safety strategies similar to what is provided in the Beginning Riding Clinic except on a 3-wheel motorcycle. Students with a motorcycle (Class M) learner's permit, who successfully complete the course, will be issued a motorcycle license with a "9" restriction. The "9" restriction restricts a rider to only operating a motorcycle with 3 wheels. Participants use their own 3-wheel motorcycle. However, if you already have a motorcycle (Class M) license a "9" will not be added to your license if you take the course.

6. How can I find more information and obtain schedules for a motorcycle safety course?
You can obtain course schedules for your local area and even register for the training on the PAMSP website or by calling the program office at 1-800-845-9533.

7. How do I schedule the motorcycles skills test at a Driver License Center?
The skills test can be scheduled online. This service is available 24 hours a day, 7 days a week and will help locate a center convenient to you. You may also contact PennDOT at 717-412-5300, TTY callers dial 711, to schedule an exam.

8. Am I required to wear a helmet when riding a motorcycle?
Pennsylvania law requires that any person who operates a motorcycle must wear protective headgear unless he or she is over 21 years of age and has had a motorcycle (Class M) license for a minimum of two years or is over 21 years of age and has completed a motorcycle safety course approved by PennDOT or the Motorcycle Safety Foundation.

If you are exempt from wearing a helmet and your passenger is 21 years of age or older, he or she is also exempt from wearing a helmet.

Individuals with motorcycle learner’s permits are required to wear helmets when operating a motorcycle.

Please Note: The operator or an occupant of a three-wheeled motorcycle equipped with an enclosed cab is exempt from wearing a helmet.

9. I have a non-commercial (Class C) driver's license. What do I need to do to obtain a motorcycle learner's permit?
You will need to complete a Motorcycle Learner’s Permit Application (Form DL-5). This form, along with the $10.00 fee, will need to be taken to a PennDOT Driver’s License Center for processing. At the license center you will be given a vision screening and a motorcycle knowledge test. Upon passing the tests, your application will be processed and you will be given a motorcycle learner’s permit valid for one year.

Please Note: If you are under age 18 – You must practice on a learner’s permit for at least 6 months and complete 65 hours of practical driving experience for each class of license prior to your 18th birthday. Additionally, you must take and pass the Pennsylvania Motorcycle Safety Program Beginner Riding Clinic. After completing these requirements, you may test for your motorcycle license at either a Driver’s License Center or through the PAMSP.

10. My Motorcycle permit is going to expire soon. Can I apply for a new one before the expiration date of my current motorcycle permit?
No. You must wait until after your permit expires before you are eligible to re-apply.

11. My motorcycle learner's permit has expired. How can I obtain another one?
You must reapply by completing the Motorcycle Learner's Permit Application (DL-5) in person at a Driver License Center, submitting the appropriate fee, and passing a vision screening and knowledge test. A motorcycle learner's permit cannot be renewed. Additionally, the law allows that you may reapply for a motorcycle learner's permit no more than three times in a five year period.

12. I lost my motorcycle learner's permit. How can I obtain another permit?
You must complete Form DL-5 “Motorcycle Learner’s Permit Application” again and submit the $10 fee.

13. If I passed the motorcycle knowledge test but failed the skills test three times, do I need to apply for another motorcycle learner's permit?
Yes. You must reapply by completing the Motorcycle Learner's Permit Application (Form DL-5) in person at a Driver License Center, submitting the appropriate fee, and passing a vision screening and knowledge test. 14. What are the motorcycle skills test requirements?
The PennDOT Driver’s License Center skills test consists of a pre-trip inspection and the evaluation of the following skills: left circles, right circles, and figure eights.

15. What should I bring with me the day of the skills test? Do I need to bring a licensed driver?
If you already have another class of license, you will need to bring the following: your valid PA motorcycle (Class M) learner’s permit, valid PA driver’s license, valid inspection sticker, valid registration card for the motorcycle and proof that the motorcycle is currently insured. You will not need to be accompanied by a driver with a motorcycle license.

If you are not already licensed to operate another class of vehicle, you will need to be accompanied by a licensed motorcycle rider in addition to the requirements above.

If you are under 18, you will also need to bring with you a completed Parent if Guardian Certification Form (DL-180C) and as of Aug. 31, 2012, your Pennsylvania Certificate of Completion Card as proof that you have completed a Pennsylvania Motorcycle Safety Program Beginner Riding Clinic.

16. How do I renew my motorcycle (Class M) license?
PennDOT will automatically mail you an invitation to renew your driver’s license 60 days before your current license is due to expire which will include the fees required. You can renew online, by mail, or by visiting any PennDOT authorized Online Messenger Service Center.

17. What if I want to drop my motorcycle (Class M) license at time of renewal?
If you would like to remove the motorcycle (Class M) at time of renewal, write “Do not renew Class M” on the renewal application and deduct $20 from the fee listed on the invitation to renew. (Motorcycle renewal fees are $5 per year.)

18. If I have a Class M license that is restricted to a motor-driven cycle, how can I get the "8" restriction removed?
You may call PennDOT at 717-412-5300, TTY callers dial 711, and request a special motorcycle learner’s permit. Upon successful completion of a skills evaluation on a motorcycle, the "8" restriction will be removed.

19. If I have a Class M license that is restricted to a motorcycle with more than two wheels, how can I get the "9" restriction removed?
You may call PennDOT at 717-412-5300, TTY callers dial 711, and request a special motorcycle learner’s permit. Upon successful completion of a skills evaluation on a 2-wheeled motorcycle, the "9" restriction will be removed.
