Options Relating to the Learner's Permit

Extend Your Learner's Permit

A Learner's Permit extension is issued to an individual whose Learner's Permit has expired or who has failed his or her skills test three times. An extension is valid for 1 year from the date of issuance.

Replacement of Your Learner's Permit

A replacement is issued to an individual whose permit has been lost, stolen, mutilated or never received and is valid for the remainder of the original 1 year period.

Addition to Your Learner's Permit

Individuals who currently hold a license or learners permit and wish to upgrade his or her driving privilege to drive another class of vehicle need to apply for an additional Learner's Permit.

Process for Obtaining a Duplicate Learner's Permit: 

Step 1:

Complete Form DL-31 (PDF), "Non-Commercial Learner's Permit Application to Add/Extend/Replace/Change/Correct".

Step 2:

Make a check or money order for appropriate fee made payable to PennDOT.

Step 3:

Mail application and check or money order to:

or you may visit a Driver License Center in-person to Add/Extend/Replace the Non-Commercial Learner's Permit. The Learner's Permit will be issued over the counter. Please note that some of PennDOT's Driver License Centers only take checks or money orders - no cash or credit cards are accepted at these locations. PennDOT will charge a fee of $60.00 or more for each check returned as uncollectible. As part of ongoing modernization efforts, we are beginning to accept credit/payment cards at select driver license centers. We hope to add this customer convenience to all of our centers within the year. 

Step 4:

If you process this transaction through the mail, a Learner's Permit will be received within seven to ten work days after processing.
